A Personal Note from Sherri "Immigration II"
So I ride up to this open air Palacio building on my bike, park with the hundreds of other bikes parked there and go in search of the Immigration office to see if I can get an extension to my tourist visa document. I was annoyed with myself for being so BLONDE as to pay to change my airline ticket without first getting permission to stay in the country. I resigned myself to having to pay the “mordida” (bribe) since I was clearly in a tough spot. I walked quickly toward the Palacio as if moving with urgency would somehow make the problem go away.
Each office I walked past had its doors open and bustled with activity in the shaded obscurity. There was no air conditioning anywhere in any office but instead quite a sea breeze was passing through this open air corridor. At first glance, it appeared the most critical responsibility being shared by everyone was simply keeping papers from flying away. It seemed documents and file boxes were stacked everywhere. And amidst all the people movement, box lids were flopping open with the will of the wind and white paper flapped like flags all around me. Every office I approached had a line of people standing in front waiting for something. I zig zagged my way through all of this commotion in search of some sign or indicator of the Immigration office. As I inquired, everyone kept pointing for me to go farther down the corridor so I kept walking on. Finally I’m beginning to think the joke is on me as I approach the end of the building. Then I see this one remaining dingy aluminum glass door. At first I think the glass panes are frosted, then I realize it’s simply grime. The glass is cracked and there remains a bold black “M” and “I” and “N” with the appropriate spaces in between so that I deduced I was probably in the right place now.
I went inside the office and found a similar state of affairs as I had observed in the other offices with one significant difference. These folks were all in uniform, seemed rather organized and had a different, more professional attitude about them. There were probably 6 or 8 folks sitting at big wooden desks but I couldn’t see them at first because they all were working and had their heads down behind a wall of manual typewriters. How weird I thought….typewriters not being used….stand them up on their back edge and push them toward the top of the desk…out of the way so one would have free workspace on the desk. Good grief…how practical. But how weird to see so many manual typerwriters on end like that. Hmmmm….we Americans take our large L-shaped work spaces for granted obviously.
There was no waiting in line here ~ I went right up to the counter. Guess local folks don’t have much cause to get involved with Immigration. Some one came over to the counter and asked in perfect English if they could help me. I indicated what I needed and of course I got the answer I now know is standard in all government and banking offices. It just “wasn’t going to be possible” to extend my tourist visa. I would just have to leave before it expired. What I know now that I couldn’t know then was this is a standard response everyone gives so that the person asking for something will see what a great and grand favor they are doing for you ~ just for ultimately doing the job they are being paid to do.
Just …. Not….Possible. There wasn’t even an “I’m sorry but…” thrown in there anywhere…..the simple fact was “just not possible” ~ no reason to discuss it…..nothing to say so the person just walked away, sat down behind a typewriter wall and went back to work. I simply could not fathom such a response. I mean, I grew up in a culture and society where literally anything was possible so long as you had time, money or initiative to throw at it. I was so shocked that I simply left since I was at that time “Spanish challenged.” I rode my bike back to the little room where I was staying and started packing my bags to leave.
